Current League Program

LIBRARIES
(1) A county library would serve the area better than the present system.
(2) We support adequate financing on a county basis, including necessary taxation.

SAGINAW METRO AREA
Solutions to the problems of the expanding metropolitan area of the City of Saginaw and Saginaw County are as Follows:
(1) A Tri-County planning council, to include Saginaw, Bay, and Midland Counties, with considerable authority in planning, particularly zoning and land use.
(2) Consolidation of the governments of the City of Saginaw and Saginaw County under a structure of government.
(3) Service authorities, preferable multi-service, which would coordinate public service to the people of the county and extend beyond county lines where feasible.
(4) Governing structures which are representative and based on the "one man-one vote" principle, and with administrative personnel appointed rather than elected.

WATER AND AIR POLLUTION
Water and air pollution abatement at local and regional levels, and built-in controls in all new construction.

COUNTY GOVERNMENT
Changes in county government, which would provide greater efficiency and integration, and support of County home Rule under LWV standards.

CITY GOVERNMENT
The League supports
(1) A city-manager/council form of government for the City of
Saginaw
(2) Council members elected at-large instead of by wards.
(3) Nomination of council members by a long petition and a deposit of $100.
(4) Non-partisan elections.

"Partisan" – one who takes the part of another, an adherent to a party or faction.

Although the LWVMI board may take action on governmental measures and policies in the public interest, it should not support or oppose any party or candidate. However, LWVMI board members should be allowed, and encouraged, to seek and accept elective or appointive office in government and responsible positions in the private sector. At the same time, it is necessary to impose some restrictions in order to preserve the nonpartisan nature of the organization.

Elected Office. The president, vice presidents and voter service director shall not run for any elective office. Other board members shall not run for national or state elective office, but may run for local office, regardless of party designation, after consultation with the state board and notification to the president(s) of the local League(s) involved. Should a board member resign to run for political office, a carefully worded public notice announcing the resignation, avoiding the appearance of endorsing the candidacy, will be released.

Campaign Participation. The president, vice presidents and voter service director shall not act as campaign manager for a candidate for any elective office. Other board members may do so for candidates in local elections.

Appointed Office. Any board member may serve on any public board, commission, committee, or coalition when such service is not in conflict with League positions and program.
Political Party Office. The president, vice presidents, voter service director and any other high profile board members shall not serve in any position in a political party or local caucus. Other board members may run for/accept political party positions at the local level after consultation with the state board and notification to the president(s) of the local League(s) involved.

Campaign Contributions. The president, vice presidents, voter service director, and other high profile board members may not attend fundraising events or make campaign contributions to candidates for state or national office. All board members may do so for candidates for local office.
